He's a yellow ogre with a helmet. He has a cage openeing on his helmet showing two eyes. He has the Omnitrix on his chest.
In EMS, Toepick is an ogre/rubber chicken like creature with a paper bag over his head.

He can manipulate his face to create a vision of something horribly ugly to whomever is unfortunate enough to enter his line of sight.
